How to do business with: New Hanover County

New Hanover County’s purchasing department is located at 230 Government Center Drive, Suite 165, Wilmington, NC 28403.

Each department is responsible for their own purchasing needs, so vendors are encouraged to contact individual departments directly based on the vendor’s line of products or services. Construction and Repair Projects
Contractors may obtain information on upcoming or ongoing projects by contacting Max Maxwell, Sr. Project Manager at (910) 798-4338 and David Wittenberg, Property Management Manager at (910) 798-4330.

Prequalification
All prime bidders on construction and/or repair projects costing $300,000 or more must be certified minority/women business enterprises or pre-qualified in accordance with New Hanover County’s Pre-qualification Ordinance, in order to bid. Bids will not be opened unless the bidder is pre-qualified or certified as a minority/woman business enterprise. Pre-qualification applications may be obtained at the County Legal Department, 230 Government Center Drive, Suite 155, Wilmington, NC 28403 or by visiting the County’s website at www.nhcgov.com.

M/WBE Program
It is the policy of New Hanover County to provide minorities and women maximum opportunities to participate in all aspects of county procurements and contracts. This includes construction, and procurement programs of design and development, procurement of materials and services, and lease agreements, consistent with federal, state and local laws.

Minorities and women (M/WBE) owners, who meet required standards and apply, will be certified by New Hanover County. Only those sales and services provided by certified M/WBE will be counted toward M/WBE contracted goals. Our goal is to identify and provide business opportunities to capable firms so as to enhance the economic well-being of our region. Firms are encouraged to seek certification.

Certification requirements include, but are not limited to:
  • Minimum 51% ownership and management by the minority or women
  • Business and/or trade license (as required by federal, state and county tax agencies)
  • Federal and NC State tax identification numbers
  • Complete description of product lines and/or professional services available
  • Copy of M/WBE certification granted by other agencies
